The appearance came amid pressure over a FIFA plan. The plan aimed to sell future World Cup profits to investors.
FIFA withdrew the plan on August 1 after backlash. Montagliani's request was part of a bigger effort.
Concacaf, UEFA and the Asian confederation want Infantino removed. Montagliani had joined UEFA and the Asian confederation against Infantino.
