Spain's PM Denies Morocco Planned Ceuta Migrant Breach

Spain's Prime Minister Pedro Sánchez spoke to lawmakers on Thursday. He said Spain has no evidence Morocco planned the Ceuta breach.

Ceuta is a Spanish enclave in North Africa. The breach happened in July and let in 70,000 migrants.

Sánchez said Morocco did not help or plan it. He also said his government had no advance notice of the migrants.

Sánchez said Morocco's border police allowed crossings for 10 hours on July 30. That was when arrivals were highest.

But he said this was different from planning the breach. His comments followed a police report from this week.

The report was ordered by a judge and widely quoted in media. It claimed the mass entry was planned not spontaneous.

The report said it was designed to overwhelm border controls. It also claimed Moroccan border forces helped migrants cross.

The report went to Spain's National Court. The court will decide whether to investigate.
